Italy had failed to implement an EC policy of offering premiums for slaughtered cows.
Italy had argued that the directive didn’t really have legal effect.
ECJ
Said that under Article 249 any directive that has been entered into the Official journal has legal effect.
It is also illegal for any member state to dilute an EC regulation.
