  • He decided to make a grant in support of one that was clearly not economically viable, but where the grant would have protected the UK government’s credibility, and the QBD held that his decision was unlawful and contrary to the purpose of the statutory scheme, which, in the absence of the word “unsound” must be taken to relate only to viable overseas projects.
